There are a lot of hits on Google for "counter(-)program" as a verb to mean
one station setting up a program to compete with another. Nouns are harder
to find. Here are three citations:

WUSM is known as a counter program, meaning it offers to listeners what is
not already offered by other radio stations.

Rush Limbaugh's network can charge for his program because of the high
demand to carry the program in a particular market. Other stations without
Limbaugh furiously attempt to program around him. Competing hosts during the
same time slot will compare their audience draw against Limbaugh to meet
station needs for popular counter programs.

10:00 CBC News: The National (by default, no decent counter-programs)

The latter two might refer simply to programs offering a balancing opinion.
