I couldn't antedate this, but I've seen it credited to many old stoners
-- Robin Williams, David Crosby, Dennis Hopper, Judy Collins, Timothy
Leary.

Robin Williams may have a shot at originating it.  I've seen it credited
to him as early as 11/11/1987, in an article about a Beatles
retrospective "It Was 20 Years Ago Today."  (Oddly enough, a Washington
Post article on 11/11/87 about the same TV show gives credit to Paul
Kanter.)
