In the first ten minutes of Friday's NY1 "Inside City Hall," host Dominic
Carter said that NY Governor George Pataki is "below the radar screen."
...
Pataki is a tall fellow. He's below the radar screen? Not "under the  radar,"
but below the actual radar screen?
