When was -City of Roses or Rose City first used to describe Portland (which has several other nicknames--Bridgetown, Stumptown, and Rip City)?

Little Rock, Arkansas wants a new nickname, one like "the Big Apple."
"City of Roses" appears to date from at least 1872.
"Change the name of Arkansas" was discussed here before, but here are 1909
and 1912 citations.
