"Clean as a Safeway chicken" (law enforcement lingo?)

I heard that on The Closer last night too. I assumed the
expression would have to be used (and interpreted)
ironically; I can't imagine a Safeway chicken is really
very "clean"--not nearly as clean as a whistle!
