to "lug" = to apprehend by force of law(?)

_Fox & Friends_ had a guest journalist from Boston this a.m. who observed  in regard to clients of the "Beltway Madam," or whatever she's being called, that (in slight paraphrase) you should "never give your cell phone number to anyone who can trade you up if he gets lugged."

  This appears to mean "who could turn you over to the authorities in exchange for immunity should he or she be apprehended."
