Dan'l Schorr's"dubious Congress"

On ATC tonight, Daniel Schorr, in speaking of the possible investigation of
claims that brutal questioning methods had
averted several planned terrorist attacks, said this would be gone into by
a "dubious Congress."  One is tempted to
agree with the dubiousness of Congress's motives, given their recent
behavior, but I *think* Schorr meant skeptical or
doubtful.
