Laws and Sausages

I am trying to find the earliest example of the line about how, if you like laws or sausages, you shouldn't watch either one being made being attributed to Bismarck. The earliest occurrences of the quotation tend to be worded something like "Laws, like sausages, cease to inspire respect in proportion as we know how they are made."

I would welcome any contributions of early examples of the Bismarck attribution.
