Before the D.C. police disrupted his car, the driver was seized for walkinjg down the street heavily armed.  He was described as wearing a "tactical vest," which seemed to be an unfamiliar locution to the newspersons.

  A tactical vest is like a fisherman's vest, with all sorts of pockets and zippers, but specially designed to be convenient for police snipers and wannabes of various sorts.
