Weird negation?

Heard somewhere 'nother (poor note-taking; forgive?):

"_Any_ discussion _won't_ be sufficient to solve the current problems"

vs.

"_Won't any_ discussion be sufficient to solve the current problems"

or even

_No_ discussion _will_ be sufficient to solve the current problems"
