The Colbert Report: "soda water"

[Wilson Gray]

In other words, that means that he *can't* be quoted as having said
merely "soda water," but only as having said, "now the syrup in that
soda water"?

What is the essential difference, in this case? If there is a
difference, does it, in some manner, obviate my claim? If so, how? It
has escaped my notice.
