"According to a press release, the action against CAI Inc. and Arnel
Co. seeks $2.7 million and includes claims for penalties of the Clean
Air Act, which requires companies to minimize the effects of
accidental releases of hazardous substances."

One doesn't have "claims for penalties", one has "claims for damages
[torts]" and the other "suffers the penalty [pain] of punishment".
