Very likely, the polloi are no longer familiar with the phrase,

"in stir"

meaning

"in jail, in prison,"

a situation that might render a person who wasn't a sociopath non
compos mentis. I guess the feeling is that, if a mere stir makes you
crazy, one can only imagine what a stir-"fry* would do!
