Onboarding is a term I believe originates in human resources circles
referring to the overall process of orientation, training, team integration,

I don't however know what or whom is being onboarded here -- persons,
accounts (?), client organizations . . . or how the two uses relate if they
in fact differ.
I agree that the use of the term Remediation here is . . . curious.

refers to something either punitive or prophylactic or perhaps both . . .
remediating a state of non-compliance with Federal regulations, in this case
the USA Patriot Act.
At first I thought what was meant was remediating some sort of
environmentally contaminated site (as that's more common here in New Jersey)
though both uses I suppose refer to a process by which errant firms bring
themselves into compliance with applicable regulations, laws, etc.
