Is it? It's followed by a voiced segment.

In general, it's odd-numbered /i, u/, counting from the right, that
are devoiced/deleted. So, my WAG is "FOOK-sheema." Unless it's
fook-SHE-ma. Or fookshee-MA. Or not.

I'm not betting money on this. If the word for "noon," _gogo_ in
romaji, can be pronounced either as spelled or as though spelled
_gongo_, depending upon where the speaker is from, who knows?

FWIW, my final answer is fookoo-SHE-muh. WTF? YMMV.
