As your experience indicates, a better phraseology is,

"How common is it for Asians, particularly the Chinese, to regard 'X
of color' as including Asians, _when 'X of color' is generally
regarded as referring primarily, if not exclusively, to people of some
degree of sub-Saharan descent_?"
