IPA converter - modilino

Speaking of transcription schemes for American English, it struck me as odd
that Pullum & Ladusaw never even referred to Noah Webster. My American
professors went gaga over the Bell, Shavian, and Chomskyite scheme of
things, but not one single word about a system that preceded IPA by a
century and still persists (also admittedly inscrutable to the
average American dictionary user). Is Noah Webster politically incorrect,
or what?
