This is being used frequently in election coverage and means something like
"local political strategy and effort."  You know, the "game" "on the
ground."

E.g., "The GOP's ground game in Ohio is a strong one."  "The Obama camp is
honing its Ohio ground game." "Part of the ground game is to XYZ."

You get the idea.
