tech surge

I heard the sudden deploying of IT people to fix the Obamacare websites
referred to consistently as a "tech surge" this morning on NPR, at least
3 or 4 times. Clearly (to my mind) modeled on the troop surge in Iraq a
few years ago. Prior to this year, the few Google News hits I find refer
to stock prices, or use "surge" as a verb.
