[Ads-l] [PW] Request help verifying Orwell quotation in New Statesman, August 28, 1937 using ProQuest Periodicals (or paper, or microfilm)

Fellow ADS Mailing List Participants: A request was sent to me to
examine a quotation attributed to George Orwell:

[Begin excerpt]
War against a foreign country only happens when the moneyed classes
think they are going to profit from it.
[End excerpt]

The above quotation is not listed in the key quotation references I
checked, but it appears to be genuine. Google Books contains indirect
evidence via a reprinted article containing the expression. Here is
the bibliographic data for the reprint:

Date: August 28, 1937
Periodical: New Statesman and Nation
Article: Book Review by George Orwell of "The Men I Killed" by
Brigadier-General F P. Crozier
Page Numbers: Unknown

The goal is to obtain a scan of this article (or the page with the
quotation) and the table of contents page showing the issue date. This
will enable the construction of a complete and verified citation.

An old press release from ProQuest stated that "New Statesman" from
1913 to 2000 was going to be placed in Collection 8 of Periodicals
Archive Online. I believe "New Statesman" is now available via a
ProQuest database.

Below is a longer excerpt of the pertinent text:

The two facts which even now are not very widely grasped, and which
should be made the centre of all anti-war agitation, are quite
different from these. General Crozier is aware of them, but only
intermittently aware. They are:

1. That war against a foreign country only happens when the moneyed
classes think they are going to profit from it.

2.  That every war when it comes, or before it comes, is represented
not as a war but as an act of self-defence against a homicidal maniac
("militarist" Germany in 1914, "Fascist" Germany next year or the year
after).

The essential job is to get people to recognise war propaganda when
they see it, especially when it is disguised as peace propaganda.
