Didn't want to embarrass him, since the question was also about hiring
veterans, and so oddly phrased otherwise that he may not have
understood it clearly or been able to decide in a twinkling what the
hell a "heebie-jabbie" was.

He may only have meant he was looking into hiring more veterans.
