The use of the glottal stop symbol ('okina) by civilians (i.e. non-linguists) probably dates back to the recent rise in Hawaiian consciousness/nationalism in the eighties and nineties. The politically correct symbol, incidentally, is not an apostrophe but a reverse apostrophe (open single quote symbol--not on my iPhone).
