[Ads-l] recruit

In my experience both as a sports fan and as an administrator in the nonprofit sector, the verb "recruit" is often used to mean "attempt to get someone to join you," regardless of whether the person did actually join you.

Not in OED.  Therefore interesting.

Traditionally, you "recruit" someone only when they join you.  Before
that, they haven't been "recruited."

If you invite or interview them, and they say "No thanks!" they
haven't been "recruited."
