A new book dates the first printing of "Living well is the best revenge" to 1651, by George Herbert. 1001 Quotations to Enlighten, Entertain, & Inspire: The Stories Behind the Most Memorable Quotes (Universe, 2016), ed. Robert Arp, foreword by Nigel Rees.

But, apparently, George Herbert published this in 1640 in Witts recreations.... no. 524:
