I would assume that he misspoke, but if he didn't, perhaps he distinguishes (in his mind) between hovering and "flying" forward.

A day or two ago an official spokesman explained on CNN or MSNBC that the
V-22 Osprey can take off vertically "like a helicopter," then tilt its
rotors to fly "like an aircraft."
Of course he meant "airplane."
