I've been noticing this humorous tag for several months, maybe a year.
Latest ex., from Nicolle Wallace, MSNBC:

"Plus, 'Hey! I said _mean_ first!' [pause] - said no President ever! Oh,
except President Trump when he heard that President Obama called the
Republican health plan 'mean.'"

It's often, "[ridiculous statement] [pause] - said nobody ever!"

Must come from somewhere.
