When I was looking, I wasn't aware it was proprietary (the game is regionally popular in middle Tennessee where I grew up, and was common in my youth). After I found that it was, I wondered about the OED's acceptance of proprietary game names as well, but I see that they have entries for proprietary games Monopoly, Trivial Pursuit, Othello, and (no doubt) others.
So I'd imagine it's a judgment call on the part of the OED editors.

To what extent would the willingness of the OED to list "Rook" be affected by the consideration that Rook is (or at least was, I haven't checked to see if there has been a change) the proprietary product of Parker Brothers (now part of Hasbro)?
