"Electoral college" has become one of the most important U.S. political terms.  The OED treatment of the U.S. sense is quite minimal.  The book _Lawtalk_ by James Clapp et al. has a good discussion of the U.S. sense, a discussion that should be helpful to OED when it gets around to revising the relevant entries.
