Arguably, nations transformed the internet into a splinternet many
years ago (starting before splinternet was coined). A Wikipedia
article suggests that the term Great Firewall of China dates back to
at least 1997. The implementation took years. On the other hand, I do
not think that the main internet protocol has been forked by a major
nation, yet.
