My older brother mentioned a meaning of hosed up—tangled work-stopping mess on a WWII ship-- that was new to me; he remembered it as a navy term; our Dad, Annapolis 1940,  was in the Navy.
I wrote to him:
Though hosed up has many meanings--delivered in a big stream; rinsed; hooked to tubes in a hospital; etc.--here's another
one that is close to your memory. Not navy this time but fire-involved.

a fireman rushed with a truck to a fire.
"...when he was ready to depart he discovered that fire hoses had him surrounded and that his only escape was through a ditch
....The moral of the story is that he who goes to [sic: too] fast to a fire is liable to get hosed up."
