OED has an entry for _ballistic_ 'of armour, a material, etc.: designed to offer protection against bullets or other projectiles; bulletproof', with quotations back to 1896. There's a 1997 quotation for "ballistic glass" in the entry, though as Dave points out, that specific term itself goes back rather earlier.
