Subject: Arabic Notary?!

a friend of mine has a birth certificate in arabic, which he would like
to get translated into arabic AND NOTARIZED.  anyone know where
/ how to accomplish this?!  there must be services which translate
and notarize official documents...

forgive me if this message isn't best suited for the list server, but i
didn't know where else to turn to...
