Did Mark Twain popularize "high muckymuck"?

Speech 22(2): 88-98.

Devotes a few pages to finding the first known usages of this phrase in 
Engilsh.  Looks to have emanated mainly via California newspapers in the 
1850s and 1860s--?  I'll have to re-read some time.

Maybe Twain popularized this word beyond the (North)West.
