[Corpora-List] why LREC2012 NOT blind-reviewed?

Apologies for switching topic, or, rather,  reverting to an earlier one. 
This may have been mentioned in connection with requiring full papers as
initial submissions rather than extended abstracts,  but got lost:  

Using extended abstracts would seem to give preference to well known
contributors.  As has been observed, it is very often possible to determine
the either the author or the group responsible for a superficially
anonymous submission.   This probably does bias acceptances toward
established "names",  because if an abstract has significant shortcomings,
a reviewer would naturally tend to have confidence, not always deserved,
that the problems would be overcome in the final paper.
