A short while ago there was some discussion of the topic on this
listserv. In a nutshell, there is no hard-and-fast criterion for
distinguishing borrowings; depending on how long ago a specific term
was loaned, it might be completely adapted and unrecognisable as a
borrowing to native speakers.

That said, the best contemporary work on the topic (that is, going
beyond the Haugen/Weinreich tradition) is IMHO Zuckermann, Ghil’ad
(2003), Language Contact and Lexical Enrichment in Israeli Hebrew,
Houndmills: Palgrave Macmillan.
