Although they are not limited just to Senator McCarthy's speeches, you might the following three corpora:

Corpus of Historical American English (http://corpus.byu.edu/coha). 400 million words, 1810-2009. Many newspaper and magazine articles from the McCarthy period.

TIME Magazine Corpus of American English (http://corpus.byu.edu/time). 100 million words from TIME Magazine, 1923-2006. 

Google Books Corpus (http://googlebooks.byu.edu). 155 *billion* words, 1810-2009, with 8.1 billion words from the 1950s.
