There are a number of other FST programs as well.  The Stuttgart FST tools
(sfst, see
http://www.ims.uni-stuttgart.de/projekte/gramotron/SOFTWARE/SFST.html) are
freely licensed (I'm not sure what the current licensing is on the Xerox
tools, it used to be partly restricted).  SFST has Python and Ruby
interfaces--not C/ C++, afaik.
