Please check out Språkbanken's Annotation Lab at 
<http://spraakbanken.gu.se/korp/annoteringslabb/#lang=en> and see if the 
lemmatization for Swedish corresponds to your needs. The lemmatizer used 
there and in our corpus import pipeline is available both as a web 
service and as a standalone program.
