Hullo -- a couple of things. First, a piece to be read tonight in
Australia. The person reading it is a retired Brigadier General, Adrian
D'Hage, which makes it all the more remarkable. He's become very active and
I hope other voices like his will be heard here in Australia, as well as
everywhere else. Second, a list of hundreds of sites relating to the

THE RAVAGES OF AFGHANISTAN AND IRAQ WHEN THEIR FERRY BEGAN TO
SINK. AUSTRALIA ASKED THE MASTER OF THE NORWEGIAN SHIP TAMPA TO ASSIST,
AND IN TRUE VIKING TRADITION, HE DID. BUT HAVING ASKED FOR HIS ASSISTANCE,
WE THEN FORBADE HIM TO ENTER AUSTRALIAN WATERS AND WHEN HE DID, OUR SPECIAL
FORCES STORMED HIS SHIP. UNDER NO CIRCUMSTANCES DECLARED OUR PRIME
MINISTER, WAS THIS SHIP GOING TO BE ALLOWED TO DOCK, TO PROCESS THE HUMAN
MISERY HUDDLED BETWEEN ITS CONTAINERS. ONE WONDERS WHETHER THE MASTER OF
THE TAMPA WOULD THINK TWICE ABOUT CHANGING COURSE NEXT TIME AUSTRALIA ASKS

THIS HUMAN CARGO. WHEN INDONESIA WOULDNT ANSWER THE PHONE, WE MAINTAINED
THAT HAVING ASKED THEM TO ASSIST, NORWAY NOW HAD TO TAKE SOME
RESPONSIBILITY. CNN COMPARED THE TAMPA WITH THE VOYAGE OF THE DAMNED BUT
AN AC NIELSEN POLL HERE DECLARED THAT 77% OF AUSTRALIANS SUPPORTED THE
GOVERNMENTS DECISION TO TURN THESE BOATS BACK TO FACE THE ELEMENTS. NOT
TO BE OUTDONE, THE FEDERAL LABOR PARTY BACKED THE POLLS . 71% OF
AUSTRALIANS SUPPORT LOCKING AFGHAN AND IRAQI KIDS UP FOR YEARS WITHOUT
THEIR CASES BEING RESOLVED.
COULD THEY BE SENT TO EAST TIMOR WE THOUGHT. EAST TIMOR!!! THE PLANETS
NEWEST NATION. ONE WONDERS WHAT GROUP OF MENTAL PYGMIES IN THE DEPARTMENT
OF FOREIGN AFFAIRS OR IMMIGRATION FIXED OUR GAZE ON EAST TIMOR. AFTER
DECADES OF FIGHTING, WHAT LITTLE INFRASTRUCTURE THERE WAS LEFT HAD BEEN SET
ALIGHT BY DEPARTING INDONESIAN SOLDIERS. A COUNTRY IN THE MIDDLE OF ITS
VERY FIRST ELECTION, STRUGGLING TO MAINTAIN LAW AND ORDER AND EVEN FEED ITS
OWN, BUT DEEPLY INSECURE, AUSTRALIA THINKS ABOUT DUMPING THEM THERE.
IN THE END WE BRIBED THE IMPOVERISHED NAURU WITH 20 MILLION DOLLARS. A
STRONG MESSAGE HAD BEEN SENT TO THE PEOPLE SMUGGLERS TRUMPETED THE
GOVERNMENT OVER TALKBACK RADIO, AND THERE WAS A LOUD CHORUS OF HEAR HEAR
FROM BOTH SIDES OF THE HOUSE IN CANBERRA.
THERE WERE A FEW PROBLEMS OFF NAURU OF COURSE WITH ONE OF OUR MORE
ENLIGHTENED POLITICIANS DECLARING THAT IF THESE QUEUE JUMPERS WOULDNT GET
OFF HMAS MANOORA, WE AUSTRALIANS SHOULD STARVE THEM OFF.
BUT SOMEONE HAS APPARENTLY FORGOTTEN TO TELL THE LOW LIFE CRIMINALS THAT
DEAL IN THIS TRADE, BECAUSE THEIR DESPERATE CARGOES KEEP COMING. SO MUCH
SO THAT WE HAVE SENT A THIRD OF OUR NAVY TO CHARGE AROUND THE TIMOR SEA AND
THE INDIAN OCEAN TO INTERCEPT THESE LEAKING VESSELS. THE COSTS SO FAR ARE
ESTIMATED AT OVER $160m AND RISING AT $3m A DAY. A BILLION DOLLARS A YEAR.
AND WE ARE BURNING THIS VAST AMOUNT OF PUBLIC MONEY ON THE UNDERSTANDING
THAT ONCE PROCESSED AROUND THE PACIFIC, GENUINE REFUGEES WILL COME BACK
HERE ANYWAY. TO DATE, 93% OF AFGHANS AND 97% OF IRAQIS REACHING OUR SHORES
HAVE BEEN FOUND TO BE GENUINE. LESS THE MUCH LOWER COSTS OF PROCESSING
HERE, I WONDER HOW MANY HOSPITAL BEDS AND TEACHERS THAT SORT OF EXPENDITURE
BUYS?
THE LOGIC BEGGARS BELIEF.
WHILST IT IS NECESSARY TO KEEP OUR BORDERS SECURE WHEN THERE ARE NO
QUEUES IN AFGHANISTAN WHEN THERE IS NO EMBASSY WHEN THE INTERNATIONAL
SITUATION HAS PRODUCED MILLIONS OF PEOPLE WHO HAVE SOLD EVERYTHING THEY
HAVE TO GIVE THEIR KIDS A CHANCE MR HOWARD, MR BEAZLEY, TAKE NOTE - YOU
DONT DO IT THIS WAY. MOST OF THEM ARE PRECISELY THE SORT OF GUTSY PEOPLE
THIS NATION NEEDS. AND WHEN PAKISTAN AND IRAN EACH TAKE A MILLION REFUGEES
AND WE DONT REACH OUR MINISCULE QUOTA OF 12,000 AND FILL VERY FEW - IF ANY
- OF THE 400 WOMEN AT RISK PLACES, WE SHOULD NOT BE SURPRISED WHEN DECENT
PEOPLE AROUND THE WORLD ARE INCREASINGLY SEEING AUSTRALIANS AS
COMPASSIONLESS, INWARD-LOOKING AND RACIST.
AND WE ARE NOW WIDENING OUR SEARCH FOR IMPOVERISHED PACIFIC ISLANDS, THE
LATEST BEING PAPUA NEW GUINEA, WHICH, AS ANY OF YOU WHO HAVE VISITED THERE
WILL KNOW, IS FAR LESS EQUIPPED THAN WE ARE TO DEAL WITH THIS CRISIS. THE
POLICY IS SIMPLY NOT SUSTAINABLE. REGRETTABLY IT IS ENTIRELY IN KEEPING
WITH THE LACK OF VISION AND STATEMANSHIP IN THIS COUNTRY TODAY.
NOR CAN INDONESIA TAKE ANY CREDIT IN ALL OF THIS ALTHOUGH I CAN
UNDERSTAND MEGAWATIS RELUCTANCE TO ANSWER THE PHONE. AS ONE OF HER
MINISTERS REMINDED US THE OTHER DAY YOU CRITICISE US TO THE REST OF THE
WORLD AND MAKE A HUGE RUCKUS OUTSIDE OUR FRONT FENCE AND THEN KNOCK ON
THE DOOR AND WANT TO SIT DOWN AND DRINK OUR TEA. WE AUSTRALIANS ARE
SOMETIMES AMAZINGLY INEPT AT DEALING WITH OUR NEIGHBOURS YET A STRONG
COLLABORATIVE EFFORT WILL BE CRITICAL IF WE ARE TO DEAL WITH THIS PROBLEM
EFFECTIVELY.
AND THE PROBLEM IS NOT NEW. NAVY PATROL BOATS WERE SENDING REPORTS OF THE
APPREHENSION OF BOAT PEOPLE AND FOREIGN FISHING VESSELS IN THE MID-EIGHTIES
WHEN I WAS RUNNING THE DEFENCE COMMAND CENTRE IN CANBERRA. YEARS LATER, IT
HAS TAKEN OVER 350 DEATHS TO HAVE INDONESIA CALL A SUMMIT. IF THERE WAS
VISION AND AN OUNCE OF STATESMANSHIP IN THIS COUNTRY, AUSTRALIA WOULD HAVE
SPONSORED THAT SUMMIT MONTHS, IF NOT YEARS AGO.
WE SHOULD NEVER FORGET THE PICTURES OF THOSE THREE LITTLE IRAQI GIRLS WHICH
PROMPTED A PREVIOUS PREMIER OF NEW SOUTH WALES TO REMARK: I DONT KNOW
ABOUT YOU, BUT WHEN I SAW THOSE THREE LITTLE GIRLS ON THE FRONT PAGE OF ALL
THE PAPERS THIS MORNING, SUDDENLY IT TOLD ME THAT MR RUDDOCK WAS WRONG.
WERE NOT DEALING WITH PROBLEMS, WERE DEALING WITH PEOPLE. I DONT SEEK
TO CRITICISE MR RUDDOCK IN ONE OF THE MOST DIFFICULT PORTFOLIOS HE HAS
SHOWN EXTRAORDINARY CALM DEFENDING A GOVERNMENT POLICY THAT IS SIMPLY
APPALLING. WHETHER OR NOT HE BELIEVES IN IT IS A QUESTION ONLY HE CAN
ANSWER. NOR DO I SEEK TO CRITICISE MR WRAN. I SIMPLY NOTE THAT IT HAS
TAKEN THE DEATHS OF 353 DESPERATE ASYLUM SEEKERS TO PROMPT PRESIDENT
MEGAWATI INTO ACTION AND TO PROMPT US TO REFLECT THAT WE ARE DEALING WITH
PEOPLE RATHER THAN A PROBLEM. WHAT DOES THAT SAY ABOUT THE LEADERSHIP IN
THIS COUNTRY AND COUNTRIES IN OUR REGION? WHAT DOES IT SAY ABOUT US AS
AUSTRALIANS?
SINCE THEN WE HAVE HAD THE CRIMINAL ACTS ON THE TWIN TOWERS OF THE TRADE
CENTRE IN NEW YORK AND ON THE PENTAGON IN WASHINGTON. NO-ONE SHOULD
CONDONE THOSE HORRENDOUS ATTACKS ON INNOCENT CIVILIANS NO-ONE. BUT IT IS
A QUESTION OF SOME IMPORTANCE AS TO HOW WE RESPOND. AND WHILST IT IS
UNFASHIONABLE TO CRITICISE THE US, THEIR POLICIES IN THE MIDDLE EAST DO
HAVE SOMETHING TO DO WITH THIS.
WAR HAS TO BE A LAST RESORT. I CAN TELL YOU FROM PERSONAL EXPERIENCE, IT
IS A RATHER UGLY BUSINESS.
YET OUR COMMITMENT TO THE WAR IN AFGHANISTAN IS SUPPORTED BY FOUR OUT FIVE
AUSTRALIANS. BUT HAVE WE BEEN TOLD WHAT WE ARE SUPPORTING? THE PRIME
MINISTER HAS SAID IT IS THE WILL OF THE PEOPLE. THERE IS ONLY ONE
PROBLEM WITH THAT PRIME MINISTER. THE PEOPLE HAVE NOT ACTUALLY BEEN
ASKED. TONY BLAIR CONSIDERED FOOT AND MOUTH AN IMPORTANT ENOUGH CRISIS TO
DELAY AN ELECTION BUT IF ITS WAR, WE AUSTRALIANS GO OFF TO IT ALMOST AT
THE DROP OF A HAT NO DEBATE NO DISCUSSION WERE THERE. BOTH MAJOR
POLITICAL PARTIES STANDING SHOULDER TO SHOULDER WITH PRESIDENT BUSH A
PRESIDENT WHO HAS DECLARED TO THE WORLD YOU HAVE NO CHOICE - YOU ARE
EITHER WITH US OR YOU ARE AGAINST US.
I AM THE FIRST TO ACKNOWLEDGE THAT POST 11 SEPTEMBER, A DEBATE IN
PARLIAMENT MIGHT HAVE PRODUCED THE SAME RESULT BUT IN THE DEMOCRACY THAT
THIS WAR AGAINST TERRORISM IS SUPPOSEDLY PROTECTING WE SHOULD NOT BE
AFRAID OF DEBATE. CANADA SEEMS TO FIND IT A FAIRLY NORMAL PROCESS.
IN THE END, IF THERE IS NO OTHER WAY, I AM NOT AGAINST GOING TO WAR - BUT
THIS ONE IS GOING TO FINISH UP IN A MESS. IT HAS A FATALLY FLAWED MAJOR
OBJECTIVE OF FINDING BIN LADEN. OF FIGHTING AND LOOKING FOR HIM ON THE
GROUND OF HIS CHOOSING. AND IT IS BEING PLANNED BY GENERALS WHO HAVE
LEARNED LITTLE, IF ANYTHING, FROM HISTORY. WHO EXPRESS SURPRISE THAT THE
TALIBAN ARE TOUGH FIGHTERS. WHO EXPRESS DISAPPOINTMENT THAT 4 WEEKS OF
BOMBING BIG ROCKS INTO LITTLE ROCKS HAS NOT PRODUCED A DISINTEGRATION OF
THE TALIBAN.
IF YOU ARE GOING TO WAR - THEN YOU GO TO WAR YOU DONT TRY AND WIN IT
FROM FIVE MILES UP. BETTER STILL RATHER THAN CHASING BIN LADEN ONTO HIS
GROUND YOU GO IN WITH MILITARY ENGINEERS AND REBUILD THE COUNTRY. YOU
CONVINCE THE AFGHANS THAT THE WEST HAS SOMETHING TO OFFER OTHER THAN
MISGUIDED MISSILES. IN A DEMOCRACY, DEBATE CAN EXPLORE A CONCEPT THAT WILL
REVERSE THE FLOW OF REFUGEES THAT WILL ULTIMATELY PURSUADE THEM TO GIVE
UP THESE CRIMINALS. REGRETTABLY, THAT SEEMS A CONCEPT THAT IS BEYOND MOST
MILITARY MINDS TO SUGGEST, AND IT WOULD APPEAR, BEYOND THE ABILITY OF MOST
OF OUR POLITICIANS TO EVEN BOTHER TO CONSIDER.
THE CRUEL IRONY IS THAT WE ARE SUPPORTING A WAR THAT IS ADDING TO OUR
ASYLUM SEEKER CRISIS IN THE HUNDREDS OF THOUSANDS. AND HARDLY ANYONE HAS
NOTICED, BUT WHY ARE WE SENDING AIR DEFENCE PERSONNEL TO DEFEND US AGAINST
AN AIR FORCE THAT NO LONGER EXISTS? IT IS A QUESTION THE GOVERNMENT WOULD
RATHER YOU NOT ASK. IT IS A SINISTER ADMISSION THAT IT MIGHT GET A LOT BIGGER.
WE WILL HAVE NO SAY IN THAT, ALTHOUGH AFTER THE ELECTION OUR POLITICIANS
MIGHT DO US THE COURTESY OF FINDING THE TIME TO DEBATE WHAT THEY MIGHT HAVE
GOT US INTO.
BUT WE CAN DO SOMETHING ABOUT THIS APPALLING, UNWORKABLE, COMPASSIONLESS
POLICY AGAINST THREE LITTLE IRAQI GIRLS AND THOUSANDS OF OTHERS. WE CAN
ASK OURSELVES IF THOSE LITTLE GIRLS WERE OURS, WOULD WE FIND THE MONEY,
