Dear colleagues,

TJ D’Agostino and I invite you to submit an expression of interest in
contributing a book chapter to an edited volume, *The Politics of
Language-in-Education Policy Change: Comparative Perspectives on
Multilingual Education Reform*, and in participating in an accompanying
research symposium with the University of Notre Dame on October 1 and 2,
2026.

*About the volume*
Despite growing recognition of the benefits of first language-based
multilingual education (L1-based MLE), reform trajectories remain uneven.
Some countries have institutionalized policy change, while others have seen
stalled reforms or reversals. Building on an emerging cross-case
comparative framework developed through the USAID-funded LITES study
(D'Agostino & Iwasaki, under review), this volume invites contributions
(country cases) addressing one or more of the following questions:

1. Why do language-in-education reforms gain political traction in some
contexts or moments, while stalling or reversing in others?
2. Why do some reforms endure while others reverse?
3. What mechanisms explain variation in language-in-education policy
trajectories within or across contexts?

We welcome a range of qualitative and mixed-methods approaches, with
particular (though not exclusive) interest in process tracing. The full

*About the symposium*
Selected contributors will be invited to a small, in-person research
symposium at the Keough School of Global Affairs on Thursday, October 1 –
Friday, October 2, 2026 (with a possible virtual option depending on the
number of people unable to travel). All meals will be covered during the
symposium; travel and accommodation will be the responsibility of
participants. The symposium will bring together roughly 10–15 scholars for
case-study presentations, a methods workshop on process tracing, and peer
feedback sessions to support chapter development. Participation in the
symposium is intended primarily for those contributing a chapter to the
edited volume.

*How to express interest*
Please reply to this email by July 31st with a brief note indicating your
interest in (a) the edited volume only, (b) in the edited volume and the
symposium, along with the case(s) and general research focus you'd bring to
the project. This will help us plan the info sessions and symposium
logistics.

Formal abstract submissions (500–750 words, outlining research question,
case(s), methodology, data sources, and relevance to the volume's
framework) are due August 15, 2026, to adagosti at nd.edu and eiwasaki at nd.edu,
with notification of acceptance by September 1.
