pirates and mercenaries in the Rhine-mouth?
I've encountered somewhere the Heruli
(together with the Borani) as pirates
at the Black Sea in the middle of 4th c.

Franks - at least Theodoric tried to make them so.
At that time the Western Heruls had been mentioned for more than 200
years as pirates and mercenaries - normally together with the Bataves
(later Franks) in the Rhine-mouth.
But the Thuringians and the Alamans appear have a role in the later
play - also regarding Scandinavia.
