Inquiry: Goal of bilingual education

Our high school has ESL and Bilingual classes. The ESL classes are
taught in English, the goal being to help non-Engish speakers become
fluent. Our Bilingual classes are taught in Spanish and English. My
question is, what should be the goal of Bilingual classes? Some
teachers want their students to learn English as quickly as possible
and teach their subjects using more and more Engish as the year goes
on. Others think they should teach the subject the whole year in
Spanish to help their students become more proficient in their heritage
language. What do your members think?
