The only census data I have (1995) on Navarra-Nafarroa indicates only:
Basque speakers (Euskaldunes-Euskaldunak)
bilinguals 10.22%
partial bilinguals 16.40%
and
non Basque speakers (Erdaldunes-Erdaldunak).
83.44%

Also, Alonso Zamora Vicente in "Dialectologi'a espan~ola", Ed. Gredos,
Madrid, 1979, shows the language frontier as coinciding with the
Navarra-Arago'n border.

I have no other information.
