Exactly. But this is what was meant by "Unicode-based keyboards". No one
meant physical keyboards, just keyboard driver software which includes
"soft keyboards". Windows 2000 and XP are Unicode-based at the system
level which means that all their keyboard drivers generate Unicode -
which the system converts to a legacy encoding when working with
non-Unicode applications.
