use of minority languages

Aren't these attitudes shaped by the perceived options? My guess is
that MT literacy is likely to be valued in areas with good bilingual
education programs (New Jersey), but devalued in places with programs
that are not well implemented (California). Another factor can be the
nature of the education system itself. In Taiwan, MT literacy has a
hard time competing with English, because English is tested on college
entrance exams, but MT literacy is not. (Although there are plans to
change this, especially for Aborigines who wish to receive
scholarships.)
