A considerable improvement in the rights to use the Finnish language in
Sweden is on the way. An official report suggesting a creation of an
administrative area for the Swedish Finns in the area of Mälardalen was
published yesterday. This would mean a much stronger position for half of
the Finnish-speaking population in the country.
SAMETINGET: HUNTING AND FISHING SAMI WIN MOST SEATS BUT NO OVERALL MAJORITY

The Hunting and the Fishing Sami Party (Jakt- och fiskesamerna) have won the
elections of the Sametinget, the Swedish Sami Parliament. The party won
three new seats in the Parliament, and has now a total of nine seats on the
31-seat body.

The 5th Partnership for Diversity (PfD) forum was held in Gorizia in the
multilingual region of Friuli over the weekend. The forum, which facilitates
the growth of trans-European partnerships, concentrated on the added value
and social capital benefits of lesser used languages.
EBLUL EXPANDS EASTWARDS TO ESTONIA

The European Bureau for Lesser Used Languages (EBLUL) expanded eastwards at
the weekend with a new Estonian member state committee joining the
organisation. The Estonians were warmly welcomed at EBLULs Council meeting
held to coincide with the Partnership for Diversity forum in Gorizia.
THREATENED SORBIAN SCHOOLS IN SAXONY COULD SPELL DISASTER FOR THE LANGUAGE

The Government of the Land of Saxony reached the decision last month not to
allow the creation of 5th classes, the youngest class in several secondary
schools age 10 16, in Upper Lusatia as of the coming school year. The move
threatens the provision of Sorbian medium education and the Sorbian language
regeneration effort.
WELSH LANGUAGE SOCIETY WANTS NEW ACT TO HELP LOCALS BUY HOMES

According to Cymdeithas yr Iaith Gymraeg (the Welsh Language Society), it is
essential to have a Property Act to alleviate the problem of a lack of
affordable houses in Welsh speaking areas. Recently, Cymdeithas yr Iaith
launched a public consultation period on the contents of its Property Act
policy document.

RIGHTS OF MINORITIES

During the last session of the Parliamentary Assembly of the Council of
Europe (PACE) in Strasbourg in April, the Committee on Human Rights and
Legal Affairs established a sub-committee on the Rights of Minorities that
shall deal with all matters relating to the rights of national minorities
and other minorities. Eurolang spoke today to the newly elected Chairman Mr
Boriss Cilevics.
