If you substitute "is" for "may...be" and delete "semi-" you pretty 
much have it. The strategy even has a name: Starve the Beast. "The 
Beast" is any part of government that is not dedicated to either the 
corporate or Pentagon welfare system; in other words, public services 
for ordinary folks. It began in the Reagan years, but it's not 
necessarily a Republican thing, because Clinton participated also, 
especially in the area of welfare "reform." The current Bush's 
massive tax cuts for wealthy while at the same time running up huge 
deficits fighting a suspiciously convenient "war on terror" is a good
