English-learning bill will become law without signature



With a court deadline looming, Gov. Janet Napolitano is letting a
funding increase for Arizona's instruction of students learning
English become law without her signature.



The Legislature approved the $40.6 million measure to pay for
implementing a 2006 law that revamps English Language Learning
programs.
