[lg policy] Mother tongue & cultural system: key references

What would be the two or three references you would give to a non-specialist
in language/linguistics to support the position that the mother tongue is an
essential part of a social/cultural system?

There has obviously been a lot written on this topic, and from several
points of view (pedagogy, cognition, etc,), but what I'm looking for are
recommendations for sharing with a broad audience. I may also cite some of
whatever is shared in responses in a footnote in a book on localization that
I am editing (that may sound anticlimactic, but I often use footnotes to
offer follow up reading to interested readers).

Thanks in advance for any feedback.

Don Osborn
