White paper needs policy support if we're to succeed

IF the road to hell is paved with good intentions, Australia's path to
Asia is a jungle track paved with reports. Australia in the Asian
Century is another paving stone. Since the Auchmuty report of 1971,
which was a response to the Vietnam War, I can think of a dozen or
more documents reminding Australians of the need to use knowledge and
nimbleness to offset their relative insignificance in a vast and
complex neighbourhood.

Each of these did some good because they inched Australians towards
serious interest in their neighbours and sometimes generated policy
improvements. Australia in the Asian Century and its 320 pages make
points that needed the endorsement of governments and public figures.
There's benefit in having an agreed shopping list of issues
confronting Australians and reminding them that the Asian neighbours
are wide awake and hard at work.
